Its the heater mixer valve.
Delco P/N 12380318 about $35 from the dealership.

it's unlikely that the valve is actually the problem, most likely is the hoses and/or clamps but while you're in there with an empty cooling system, might as well change all that out anyways.

Mine was the valve and not the hoses. Like said before, change it all and be done with it. That is what I did but even after that I chased leaks, quick connects and then the intake started weeping but not into combustion chambers or oil, just leaking to external. I have not pulled the intake yet as I will just pull the motor and either crate it or rebuild it. 95 TBI with 200K miles on it will do well holding something in the middle of the lake.

The valve on my dads truck did the same but it broke so yea they can go bad. But hurry up n fix it don before it goes boom
