the 3100 does not have the capability to display live data. head to a local shop with an OTC or Snap-on scanner and tell them your cam retard is out of adjustment. I don't think any Equus scanner can to do it I think. It is a gm enhanced PID. for a '99 unit they will raise the rpm's to 2000 and 4000 to check the measurement. and adjust the dizzy as needed to achieve a 0.0° +/- 2.0° setting.

is there any way to do this without this devices. maybe the GOOD old TIming GUN..

no timing gun but set your engine at tdc by tryng this. remove cap and turn engine by hand until the rotor tip is pointing at 8 mark on dizzy housing. next adjust the crank until the timing mark on crank balancer pointing at zero mark on timing bracket. it should be close to it already. at this point while looking straight down on rotor tip(use mirror if needed) loosen clamp and move dizzy slightly until the rotor tip is in perfect alignment with mark on dizzy without moving crank. secure and install everything and clear the code. If you do a good job you will land it within the allowed tolerance and it should not bug you anymore.
