i read in my manual if you manually move them in or back out they will move at hwy speed, then you need to rest them. its simple, open and close them 3 times. you might hear a loud click, thats the motor re catching i suppose.
So they need to be attached and plugged in to reset them? 3 times.......

yes, the motor needs to run in and out a few times to make sure its back in order. so they need power to them at least. mine also work key on or off.

when i went buy mine the dealer had it on the street and was pushing the d/s mirror in and out, i thought nothing of it. till i read that in the manual not knowing if i had power fold or not i tried it out and boy did it make a click! i use them every time i park. kinda wish they folded in when you locked the doors like the newer trucks, but ehh is what it is right?
