I forgot what your epoxy tube looked like, but when I use the syringe type--2 separate tubes into 1--I have to make sure it comes out evenly. Sometimes 1 side tends to come out more then the other, which could cause the issue you're having right now.
I'm just going off what the sample I poured out is doing I may not have had it mixed right at first, even If screwed it up it should be sticky enough to not lift up on me anymore I spread it out real good and cleaned up the excess, at least that stuff isn't runny or expanding like gorilla glue every time I have used that stuff it just pours out of any tiny crevice and makes a mess

Any time I’ve used epoxy, I mix in a separate container, to make sure it’s 100% mixed and definitely try to make sure it’s perfect 50/50. (Though they’re almost always coming out of the tubes at different rates) if you don’t get the mix right, or especially if it’s not thoroughly mixed, I wouldn’t expect it to cure.

I don't have one, I don't mind the zip ties it's going to rain again tomorrow then warm up for the rest of the week so I will probably take them off in a day or two if it didn't work I'll just order a steering wheel I guess, but the sample I put on some cardboard is pretty sticky so it should be fine

Chevy LTZs also had a heated wheel that is all leather.

Hard to find but they do show up on ebay and the GM parts houses have them, insist on a picture first before buying.
