Probably. Also the vent solenoid can stay closed if the truck is running while filling, so is a potential issue. Ignition off so the vent valve opens.
Try pushing (blowing) some air through the disconnected canister, it should be pretty easy. If the canister has gas in it or the pellets are escaping, new canister time.
I'm about to pull mine to test it for leaks, since mine has the opposite problem, evap leak.
Truck was off, tried going full blast at the pump and you could hear it gurgling then shut off, then some gas spilled out. Was able to get fuel in as long as I was deliberate with the handle. I'll get under there this weekend and pull the canister, give it a good shake.
