What happened to my voltage?

if i run a jumper wire to the battery from the blower with it bolted up and the factory ground connected it will run.

Also I unplugged the 4 wire connection from the resistor and tried the run power from 4 wire connector bypassing the resistor same result. Voltage is present until plugged into the blower.

resister sounds fine if they were varied voltages the high speed missing might be a failed blower switch which triggers high speed relay or the fuse under the hood for the high speed.
