There have been A LOT of issues with the inTune. Even more issues with the new 2011-2012 Hemi tunes. I think most of the problem is that things are released before they're ready to be. They do get fixed over time, but not before there are tons of pissed off customers. There are times when being first to market doesn't mean much if your customers aren't happy.
They do have a dyno and do testing on it. The get Cals from the customers because its the easiest way to add them. They'd need the CalIDs anyway, so rather then getting the IDs and then having to get the Cals from GM, they just have the customer do a backup and add it that way. Otherwise they have the same crap as they have with Mopar. They can't get Mopar backups from the tool, so those owners have to wait until Chrysler releases the Cals, which gets them pissed off when they have the tool and can't use it, or have to downgrade their Cal to a supported one.
