Chk This out. The starter wires go through that metal shield. Sounds like it could be shorted there or your starter armature is bad. Worth checking out.
If it is dying when you hit your brakes, it sounds like your vacuum booster is bad. Disconnect the vacuum hose going to the vacuum booster and plug it with a bolt. If you hit your brakes and it doesnt die, you may have found your culprit.

I do not see that wire anywhere in that area. I would start by charging your battery. When your battery is charged, I would test to see if it is a ground or pos wire. There should be no positive connectors like that other than your alternator and starter. I suspect that is a ground wire that...
Can you check that wire to ground and see if it has 12 V? If it doesnt, check it between the positive side of battery to that wire. If it then shows 12V we know its a ground. Seems like you said it was blowing fuses when it was touching ground so i suspect it would have 12V.
If I was a betting man I would bet that wire goes to your starter which is why I will not start with the key. I would look at the back of your starter and the rest of that wire terminal should be under a nut where it is broke off. Replace the end then I'll bet you're good to go
Tape that end up and make sure its not touching anything and see if it still blows the fuse. That wire could possibly go to your starter but not sure. If that is a hot wire, it could have blown the fuse if it was grounded out.
