I've been thinking (and my head hurts too!) my P71 was a 1998, not a '99. '98 was the only year with the 140 speed limiter on Federal cars. I had a state Trooper mention once I could out run him as it was cut to 130 in '99 as police departments were buying cheaper tires and the officers were literally driving the tires off them. Somewhere I've got some photos of mine after I got it painted. However, when I bought it, it looked almost like it was ready for duty, just minus the decals.
The hole in the rear door is normally covered by trim or a decal. It's there to put the door parts together. I enlarged one antenna hole for a CB antenna and left the little white sender antenna on the trunk as it was too large for normal body plugs. Since the bumper covers were black, I just painted the whole car black to stay within Indiana's law about unique police paint schemes.

Not too long ago, I bought a Grand Marquis from the family of the original, 98 year old owner who drove until 2 weeks before he passed away. I had a perfect indentation of a class III hitch in the front bumper cover and a busted grill insert. I got one for a Mercury Marauder and moved my grill emblem to it. I'd come up behind the little darlings at a local college on the way home from work and if they were texting, they would see that Panther platform coming up behind them and they would move over to the right lane.

By the way, I've bought several retired police units over the years. I always try to have a drug dog check it over just in case. Drugs when I first get it, I can get passed over. A year later, not so much.
