Anybody know what could cause this wheel scratching?

It looks like those might be polished alloy wheels that have been “repaired”. By an aftermarket company.

Please take more photos of the wheels for us.
how long have you owned the truck and where did you buy it?

My bet is those are remanufactures wheels. Some companies use a process called PVD chrome. Its like powder coat. The jury is out on if it’s any good. I bet thats what you have there. See https://www.detroitwheelandtire.com/pvd-what

under the FAQ of that site that George linked above there is a question & link "what finish do I have?" to send them a photo, maybe they can tell you more.
personally those would have to go, invest in some new wheels.
