My headers are CARB E.O. I sent an email to BB earlier today. I wish there was a direct way to contact them. I'm starting to think that this may be the root of the problem.

I overnighted my black box to Justin at BB. He analyzed the tune and found that the AIR system was disabled and that was most likely the reason for the AIR readiness monitor never completing. He then bench tested the pcm and the AIR and EGR monitors passed immediately.
Could it be that the AIR system being disabled hindered the EGR system from completing? Like if one of the requirements for the EGR to complete was that the AIR had to be completed first?

yes to all. the egr test usually does not take place unless many other things are in place. bbt goof up it looks like. keep posting here on it.

The AIR system diagnostics is disabled from the factory per OEM specs. Until recently, CA allowed for two systems to pass as incomplete, now as only one, issue arose. All emissions components function exactly as a factory truck would, for his configuration.

Black Bear did nothing wrong at all. I'll admit that I was a little nervous due to not being able to pick up the phone and call them, but Jenna was very prompt via email and altho I won't know for sure until tomorrow I think that I should be good to go. When I changed to the manual transmission, I contacted Black Bear and purchased a pcm from them. I kept my original unit in the event that the manual trans didn't work. No real screw up here, yes it was an inconvenience, but I was the one that modified my vehicle and California changed the law. This wouldn't have been near as big of a deal, but both of my rigs are down right now. Once I get the 69 cj5 back on the road, I'll dd it for a bit while I get the vortec headed zz4 installed in the Tahoe. Of course I will be having BB retune the pcm for that.

I have neglected the Tahoe for the last 6 months and I am in the middle of installing a B/W T18 trans, Super Dana 18 transfer case and Warn overdrive unit in the jeep. Engine is rebuilt factory 225cu in Buick dauntless v6 odd fire.

I bet the California customer who had theirs tuned by you will keep you busy for a bit.

You know I have to ask why the f*** would the factory disable an emissions monitor? Now with the new law A lot of people will have issues if more then one monitor is not ready and these vehicle usually have two always not ready. And be just DD's the and the mechanics don't exactly scan the pcm to see if monitors are disabled.

This isn't the first time that California has made retroactive changes to laws and limitations. On personal vehicles over the years, we have seen the allowable emissions level DECREASE from one smog test year to the next.

I got the pcm istalled today and took it for a quick drive test. The AIR and EGR readiness tests are complete, but I am now waiting on the Cat and the Evap tests to complete. Both of those tests completed just fine before so I am thinking that some more driving this evening will complete them. I'm hoping to go in for a smog test in the morning.

hell,just realized i have a 411 pcm in mine and might be setup the same way monitor wise. Still no money for tuning it tho to fix it. smog due in august.
