Its a cable to run to my dash mounted car charger.
what type of connection is the other end? barrel plug? usb-c? mini usb? micro usb?
usb is 5v, so a 12v to 5v adapter can be found by the millions, all you have to do is hook it up to accessory power and feed the wire up.
you can make it a nice clean, no drill, no nothing install. mini fuse adapter to the needed input adapter, for $20 you can make it no hassle, no marks, fully reversible.
I can't understand the desire to drill a hole there............

It’s usb-C. Any tips on how to get started with that? I’ve never done anything like that before but would be up for the challenge. Thank you for the response as well.

right here $20 just like I mentioned, I use the same type of thing for my dash cam's.
then just grab a fuse tap adapter with leads and patch it to that for power, ground the black wire to the body and feed the wire up to where you need it
because gm now likes to use a zillion different fuse type just grab this multipack of taps and you are good to go

the good thing about usb is it is "universal" so if that adapter plug angle doesn't work for you then you can use a adapter or get a different one they make them straight, 45 left, 45 right, whatever.
and in a pinch you could charge anything else usb with that same adapter all you need is the right plug, it comes with a usb-a adapter & extension adapter if you need a longer feed or just plug your cable currently going to the cigarette plug into this

There is a good company that sells a 'stock-looking' pad with a fast charger under their replacement pad. There is a power connection that adapts to a connection behind the rear console. Took me 15 minutes to install. Works great.
