Alright, so now I feel dumb. Turns out it HAS been turning on, it's just that the newer Arnott compressor is so quiet compared to the old one that I can't hear it from inside the vehicle with it running. I turned it on last night with several volunteers to sit in the back, and walked to the back of the car to jump on the bumper and it started up before I got there. It's just much quieter then I was used to.
