How to get this off????

So this part circled in red doesn't come off to allow me to take the stud plate out and replace the stud plate with a new one like in the picture?

no. its part of the axle shaft. you should be able to knock it off with a hammer and pull it from behind the plate..

no. its part of the axle shaft. you should be able to knock it off with a hammer and pull it from behind the plate..

If there wasnt a lug attached I could....cant get a grip on it from behind

Are we thinking of the same thing? What are you trying to acomplish here? I'm thinking you want to remove a stripped stud..
