Low RPM

So after looking at the truck, I noticed there was some oil pooling up at this area, what would be leaking to pooling up here and would this cause my problem? I cleaned it before the picture, and sprayed carb cleaner on this area while truck was running and there was no change.

Vally pan maybe. Hard to tell after you cleaned it
