Oh boy...I think its called the lower valence but I could be wrong. Anyways is it hard to remove or is it just a couple of bolts here and there?

It pretty easy to remove and put back. I did it without lifting the vehicle, if you do lift it then it would be even more easy and fast. It was just like a few screws and a couple clips maybe.

I talked to the guy that has the chrome tow hooks, I thought he only had one more set of em but he has a few. He works at a chevy dealership so I guess he gets leftovers every now and then. If you want a set or two let me know, he sales them for 40 bucks a piece...I guess I could get them and ship them to you or I can give you his email and you can see if he is willing to ship them to you?

Are you asking what an ESKY appliqué is? If so, it's the Escalade's version of the plastic piece that mounts directly above the tail light.
