Steering wheel cranking noise when turning

This has been the only problem of my parents 08 Tahoe 4x4 since they bought it new in 07. Steering wheel makes a loud noise when turning (only slow speeds).

Sounds very "Gearish". It's very loud, sounds like someone is holding toe metal balls in their hand and rotating them within the palm of your hand

I'm sure this was a tsb a long time ago
