I have had two vehicles with a sounds like described. On my 2007 Buick Lucerne company car it was just some rubbing that they lubed, On my 2006 GMC Sierra it was something mechanical. I don't have the repair orders any more to see exactly what it was, but it was covered under warranty. The reason you would hear the noise while going slower is because it's over all quieter and you don't turn the wheel very fast over and over while going faster.

Mine noise ended up being steering gear box.
Dealership first replaced upper intermediate shaft, retaining clip, clock spring, and some airbag module.
Got the stethoscope out and replaced the steering gear box and no noise now for 3 weeks.
