This is Odd - P1406

I have been throwing a P1406 code on my 1996 Tahoe 5.7L (and this is after the EGR valve was replaced) and in looking around, I found this "line to nowhere". Neither can I find any tube that looks like it should be connected to this. Can someone tell me what this is and if this should be open to the atmosphere?

On my 99 Tahoe the line passes over the intake manifold to the Vapor Canister Purge Valve.

For 96 and 97, that rubber line is just a vent and good as-is. For 98, they changed the Evap components to what bsamole shows in his pictures.
