Thx to @iamdub, I have some nice blue tint for my cluster.20180923_152830.jpg
I marked all the needles location before popping them off.20180923_124110.jpg
I took it completely apart.20180923_130359.jpg
I cut the film to length and put a little water(back side) on the spot I wanted to tint. Slapped it on, used a squeegee and it was good to go. 20180923_132654.jpg
I also did the headlight switch.20180923_140258.jpg

On the cluster I did the seatbelt, check engine, high beam, passkey, cruise and srs icons. 20180923_133740.jpg 20180923_133840.jpg
It's still daylight so it's hard to tell what it really looks like.20180923_142918.jpg 20180923_142930.jpg
Still looks the same. I guess we'll see the next time we drive at night.
NOTE: When putting your needles back on, it's best to reset them. Once on, twist them all the way to the right--gently--until you hit the internal stop, then twist them back to the left and point the needle to the first line, usually where the needle rests while the truck is turned off.

Now I see why you were asking about taking the needles off. Maybe I did tint mine when I had the needles off. It was over a decade ago so I don't remember those minute details. Probably gonna need an extra layer or two. You have LEDs in your cluster?

If you ever have issues with your gauge cluster or ac controls try an led strip they work good and put out nice light output.
