My 01 used to do this, I fixed both sides. Push the mirror all the way to outer position and look in, there are tabs all the way around The circle part holding glass on, using a Long pocket flat head screwdriver Snap each tab off the circle part( sounds harder than it is, when you get a 1/4-1/2 way around It’ll start to pop off, watch the wires for the heat, soldered tab breaks sometimes. From there it’s simply unscrew 5-6 screws and the housing comes off, do it off the truck, easier. You can basically disassemble the entire mirror on a bench. To fix mine I used a hack saw blade to enlarge the ring around the shank that holds the spring and push nut. After you clean up the ring and make sure the tabs on the push nut are flat using 2 large flat head screw drivers on either side push down on push nut (Mirror on the floor now is easiest to work with now) and it will catch on ring on the shank. Easier than it sounds. Put it all back together.... done
Easiest is buying a used one.
