What is it with these F*KNG valve covers and fill tubes!!??

Weird. The one on my 08 Silverado 4.8 just locks into place. Maybe buy a valve cover for a different engine.

It doesn't tilt out at all? Exposing the o-ring?

That valve cover looks like lipstick on a pig. Simple Green washing that engine this spring/summer.
