What's causing my wheels to do this?

My wheels are in perfect shape except for around the valve stem on all 4 wheels. What caused this and is there a way to fix?

looks like corrosion which is going under the clearcoat. I have pretty much the same issue on some aluminum wheels that I got off of craigslist off of a 2014 truck that was is a construction site. To the best of my knowledge the clearcoat got chipped and corrosion set in. What I have done so far is to sand down the clearcoat, and I used some Loctite aluminum jelly which is basically an aluminum etch or brightner, then I used some rattle can clear. looks good. But I know that's not the correct way, I plan to dismount the tires as the ones on my steel wheels are like new. Then I am going to strip off the clearcoat to bare metal remove the corrosion and use the etch/brightner, maybe polish where needed and then apply clearcoat with hardner from a spraygun lots of work but they shoul look like new. Yours look like it might have started by getting scratched by a tire gage or inflating the tires. Just my 2 cents ! good luck
