No, according to the link it's the constant 12 volt wire for the trailer plug.

that red one is typically tapped of one of the 30a **** fuses to provide a power supply for trailer use or charging of a trailer battery. you typically add the receptacle to the vehicle which incorporates it. the dark blue one is for the output of a brake controller. it is also known the have the red feed the controller itself but there is more then aux fuse for that stuff.

I had this thing on my truck. Thought it was **** ugly and couldn't ever get it to work. So I ripped it out and tossed it. Guess I now know why it never worked...
