2007 Yukon XL Sagging Tailgate

Popped the tailgate yesterday and it opened fine, then started drooping until it was halfway closed. Do the struts need replacing, or this an actuator issue?

if it does not have automatic tailgate ( power open/close by itself ) then it will probably just need new struts.

It is a power tailgate. It will open when I press the fob or the button on the handle. I just won't stay open. It slowly droops to about half open. Once it starts drooping, the Close buttons won't work and I have to close it by hand.
