He claims he sold it for a friend, but either way. It was annoying that the tuner was junk, but hey, people make mistakes and I can live with that. If I wouldve sent it back and received my money back in a timely fashion, i would be perfectly fine with the situation. It just seems so shady now though, clearly received the package (delivered wednesday) and hasnt been able to make it to a computer to send me my money back? come on...first thing i order on this site and this is what happens? lame.

File a dispute with the credit card company ASAP. Middle of the night is fine, they are there.

1: The item was unserviceable and not as described. It was the equivalent of receiving an empty package or an empty CD case.
2: You have returned it at the seller's request,
and
3: He has not yet issued a refund several days after receiving it.

(4) It was over state lines.

That is a slam dunk instant retraction for a credit card company.

the longer you wait the more chances for you to have additional problems.

My guess is he is trying to sell it again somewhere else to get YOUR money back, or just to snooker someone else.

General internet rule:
Never buy from anyone 'selling for a friend'.
If the friend doesn't cares enough to sell it themself, it is probably either worthless or the friend/product doesn't exist.

So I did a little digging, and found his home phone number where he lives with his mommy and daddy at age 25. Should I give him/them a call?

That'd be pretty funny...get his mom or dad on him.

File a dispute with the credit card company, if you haven't already. Give them the phone number, name, address of the person. Let them deal with him. You'll probably get your money back eventually. Takes credit card companies a while to process disputes. I had one with Best Buy and it took months to resolve.

The fact that he's 25 and his parents are allowing him to be living at home leads me to believe that calling them over this will get absolutely nothing accomplished.

Call HIM up.
The realization that they are not anonymous is often motivation enough to get people off their butts.
Explain the situation politely and simply, state you wanted to try to resolve it without resorting to filing charges for felony interstate mail fraud.
Give a concrete deadline for receiving a refund. Say 48 hours.

If you don't get it, call the local police department and file a report.
Give them his name, address, phone number, etc.

Sadly many parents don;t care--- google "VWedgar" sometime for a good example.
