Bolts have to be removed completely to remove the keys...
This is right. The bolts go through a hole to a "block" that pushes up against the end of the key, turning the bar. It never hurts to put a bit of pb blaster on there each day when you get home leading up to the job...
edit: keep track of how many "turns" you tighten one side, then match the other. It will help get you closer, so you don't have to "fine tune" so much which involves putting the truck up and down, up and down....
