I recently purchased a 99 Tahoe and have been trying to figure out why the Blower isn't working?
I replaced the blower, resistor, and the relay above the resistor and no luck. Any recommendations are greatly appreciated.

Are you getting voltage to the blower motor ? If not you could have a head unit problem. Take it to a reputable shop and have them run the codes...otherwise you are just chasing parts.

uh no. we don't chase codes for our head units that control the hvac system. it it using a diagnostic chart with a multi-meter in just about all cases. if he took it to a shop and told them to run a code check and they actually did, 1. they were not paying attention to the customer and 2. he would have likely throwing money at something he did not need. like bad mechanics.
